Morocco - Certificate of Conformity (CoC) Scheme

The Ministry of Industry, Trade, Green and Digital Economy (MCINET) in the Kingdom of Morocco reinforces the mandatory Certificate of Conformity (CoC) requirements from January 1, 2021. The currently given flexibility of the so-called “declaration of honour”, concerning regulated shipments arriving at Morocco border points without CoC, ended on December 31, 2020.

Therefore, the Certificate of Conformity has to be presented for any consignment falling under the list of regulated products shared by MCINET.

The Verification of Conformity (VoC) program implemented by the Moroccan Ministry of Industry, Trade, Green and Digital Economy (MCINET) VoC program mandates that consignments falling under the list of regulated products are accompanied by a Certificate of Conformity to prove compliance to the national quality & safety regulations.

Côte d'Ivoire - New Type Approval Process Update for Vehicle Anti-Collision Radar Devices

The Telecommunications Regulatory Agency of Cote d’Ivoire (ARTCI) is now accepting applications for type approval certificates for vehicle anti-collision radar products operating within the 76-77 GHz frequency bands.

East African Community - Newly published proposed draft DEAS standards

On May 18, 2021, the 6 partner states of the East African Community (Burundi, Kenya, Rwanda, South Sudan, Tanzania, Uganda) proposed several draft standards:

The proposed date of entry into force of these draft standards in each partner state is not indicated yet.

Kenya - KEBS Public Notice on Product Registration

On July 1, 2021, the Kenya Bureau of Standards (KEBS) notified all importers and the general public that they have started the registration of low risk imported products on the basis of certification recognized by KEBS, pursuant to Legal Notice Number 212 of December 18, 2020. All registered products will be subjected to destination inspection at the importer’s expense at the rate that would be applicable if inspection had been undertaken in the exporting country by an inspection body appointed by KEBS.

Kenya - CAK Suspends Issuance of Provisional Certificates

The Communications Authority of Kenya (CAK) has ceased issuing Provisional Type Approval certificates and will now only issue final Type Approval certificates.

Previously the Provisional Type Approval certificates had a validity of 6 months. The current Type Approval certificate will have no period of validity. Provisional certificates that have already been issued shall follow the old process until they are invalid. There is no impact to the type approval process.

TÜV Rheinland is still awaiting for the formal announcement and will send updates as soon we receive it.

South Africa - ICASA Draft Equipment Authorization Regulations

The Independent Communications Authority of South Africa (ICASA) released Draft Equipment Authorization Regulations in the Government Gazette on March 31, 2021. The draft regulation proposes a new type approval system based on three classes of equipment:

  • Classification 1: Low Risk Equipment
  • Classification 2: Medium Risk Equipment
  • Classification 3: High Risk Equipment
Classification 1 equipment will be exempted from Equipment Authorization, while Class 2 and 3 equipment will be subject to the applicable conformity assessment approach. Under the new regulation, the conformity assessment approach will include two processes:

  • Certification Application Process, resulting in a Certificate of Conformity (CoC)
  • Equipment Authorization Process, resulting in a Homologation Certificate
Prior ICASA approvals will continue to remain valid, however, products with prior approval will need to comply with the updated ICASA compliance mark. TÜV Rheinland expects adoption of the regulation in early 2022, and implementation in mid-late 2022.

India - Clarification of Certain Product Coverage Under the Compulsory Registration Order (CRO) for Electronics and IT Goods

The Government of India, Ministry of Electronics and Information Technology (MeitY), has issued clarification on September 1, 2021 that cameras used in medical equipment are under provision of the Medical Device Amendment Rules, 2020, rather than the Compulsory Registration schedule for digital cameras and video cameras set out by the Electronics and IT Goods (Requirement of Compulsory Registration Order, 2012 (CRO).

Indonesia - New Regulation for Kitchen Machines, and Heating Liquids Appliances

New regulation SNI No. 58 year 2020 was issued under the Ministry of Industry on December 2020, and will be mandatory for new Kitchen Machines, and Heating Liquids Appliances effective December 22, 2021. Products already on the market will receive an additional year of grace period. Scope of products include:

Singapore - Draft Public Utilities (Water Supply) (Amendment) Regulations 2021New Online Certification Platform for Communication and Multimedia Products

The Singapore National Water Agency announced draft Public Utilities (Water Supply) (Amendment) Regulations 2021 on April 1, 2021. This introduced minimum water efficiency requirements for three types of common water fittings and appliance, in line with the Mandatory Water Efficiency Labelling Scheme (MWELS) established in 2009. The following products will need to be registered under MWELS from January 1, 2022 onwards in order to be offered, displayed or advertised for sale or supply in Singapore:

  • ≤ 8.0 liters of water per kilogram for front and top load washer extractors (other than those for household use);
  • ≤ 2.4 liters of water per rack for undercounter and hood dishwashers (other than those for household use); and
  • ≤ 11.0 liters of water per minute for high pressure washers (other than those for: (i) household use; (ii) steam cleaning or hot water pressure washing; (iii) washing equipment or vehicles; (iv) specialized cleaning and work; (v) sandblasting)
In order to be registered under MWELS, these product models must be tested according to the standards stipulated in the Public Utilities (Water Supply Regulations).

South Korea - Important Changes to Korea’s EMC Standard Numbers

The Korean Radio Research Agency (RRA) issued Announcement No. 2021-10, amending Electromagnetic Compatibility (EMC) Test Methods for Conformity Assessment Notice No. 2015-110. Effective May 8 2021, the Korea EMC standard numbers are changed from KN XXX to the National Standard format, either KS C xxx or KS X xxx format.

Test reports on the technical requirements for KC EMC approvals will have to comply with and show the new standard numbers in order to be accepted.

Thailand - New TISI Label Requirement

The Thai Industrial Standards Institute (TISI) has implemented its new label requirement to include a QR code. Effective July 20, 2021, all products subject to TISI approval must include the QR code in addition to the TISI mark.

Eurasian Economic Union - EAEU Revises CU TR 020/2011 Standards

The Customs Union of the Eurasian Economic Union (EAEU) issued Decision No. 77 on June 29, 2021, revising Customs Union Technical Regulation (CU TR) 020/2011 “Electromagnetic compatibility of technical means.” According to Decision No. 77, the two lists of standards for CU TR 020/2011 have been updated to exclude standards equivalent to the below IEC standards starting July 1, 2022:

European Union - Newly Harmonized Standards for EMC and Wireless

​The European Commission has newly harmonized the 6GHz radio frequency band for use by wireless access systems (WAS) including Radio LANs (Wireless LAN, such as Wi-Fi). Commission Implementing Decision (EU) 2021/1067 of June 17, 2021 defines two categories:

  • Low power indoor (LPI) WAS/RLANs devices, only for indoor use, with maximal 23dBm EIRP
  • Very Low Power (VLP) WAS/RLAN devices, indoor and outdoor use, with maximal 1dBm EIRP and 10dBm/MHz density.
By December 1, 2021, Member States shall designate the 5 945-6 425 MHz frequency band and make it available.
​In an Implementing Decision (EU) 2021/455 issued March 15, 2021, the Commission moved to replace the 2010 edition of EN 55024, Electromagnetic compatibility – Product family standard for audio, video, audio-visual and entertainment lighting control apparatus for professional use – Part 2: Immunity, with EN 55035: 2017, Electromagnetic compatibility of multimedia equipment – Immunity requirements. This decision also replaced replaced the 2007 edition of EN 60947-5-2, Low-voltage switchgear and control gear – Part 5.2: Control circuit devices and switching elements – Proximity switches, with the edition of the standard issued in 2020. The date of withdrawal for both EN 55024:2010 and EN 60947-5-2:2007 is mid-September 2022.

TÜV Rheinland LGA Products GmbH is a Notified Body of the EU In Vitro Medical Device Regulation (IVDR) 2017/746.

Norway - Reg. (EU) 2018/858 Amended to Road Traffic Act 18 No. 4

​On May 5, 2021, the Ministry of Transport and Communication amended Reg. (EU) 2018/858 to the current Road Traffic Act 18 No. 4 on motor vehicle approval. Vehicles, vehicle systems, components, and separate technical units that are EU individually approved in another EEA country in accordance with Regulation (EU) 2018/858 art. 44, shall be considered approved in Norway as long as no conversion has been made after approval.

Serbia - Government to Deregulate EMC & LVD Requirements for Non-Radio Products

​The Government of Serbia published EMC and LVD Rulebook Amendments on February 26, 2020 that will remove the EMC & LVD certification requirements for devices without radios.

Starting January 1, 2022, non-radio products will no longer require Serbian EMC & LVD CoCs.  For these product types, the Serbian conformity mark should be applied without the CB number and year.

Upon Serbia’s official acceptance into the European Union, the Serbian conformity mark will be replaced by the CE mark.

United Kingdom - Full UKCA Marking Implementation Delayed Until 2023

​The United Kingdom has delayed the full implementation of UKCA marking from January 1, 2022, until January 1, 2023. The delay means that CE-marked radio and electronic equipment may enter the UK for an extra year, as manufacturers are being given extra time to adjust to the new UKCA marking requirements.

TÜV Rheinland aims to use this scope extension to better serve its customers with more comprehensive UKCA certification services.

Iraq - Certificate of Registration (CoR) Scheme Implementation

Per the joint meeting between the Ministry of Planning and the Central Organization for Standardization and Quality on March 4, 2021, the product category list and implementation dates of the Iraqi Certificate of Registration (CoR) Program have been updated to just two dates depending on the product category: June 1st and July 1st.

Furthermore, due to the high number of factories for genuine vehicle spare part manufacturers (Toyota, Nissan, Mercedes, etc.) – there was discussion to register the distribution center instead of the factory, and there will be special cost for each center. For aftermarket spare parts manufacturers (such as Bosch or other brands) – the normal process is still applicable, meaning that an audit for each factory and issuance of COR is required.

Manufacturers and suppliers exporting to Iraq must obtain the CoR prior to shipments. This will be a mandatory prerequisite to be issued the import license. As the sole certification body of the scheme, TÜV Rheinland experts worldwide are happy to receive COR scheme applications and provide any information required about the program in order for traders to achieve smooth market access.

Oman - Proposed Adoption of EU RoHS Directive 2011/65/EU for Telecom and Medical Devices

On July 13, 2021, the Oman Ministry of Commerce & Industry notified the WTO of a new Ministerial decree that proposed the adoption of the hazardous substance limits for telecommunications equipment and medical devices as set in the EU RoHS Directive 2011/65/EU, along with its amendments. The proposed adoption time for this decree is December 2021, and the proposed time of entry into force is June 2022.

Saudi Arabia - Postponement of IECEE Implementation Stage 1

Stage 1 of the National Certificate of Recognition of Electrical Devices and Components (IECEE) has been postponed from July 1, 2021.

The new date to enforce SASO IEC 62368-1:2020 will be January 1, 2023. The test report as per SASO IEC 62368-1:2017 AS (IEC 62368-1:2014) will be accepted until December 30, 2022.

Canada - Minimum Sound Requirements for Hybrid and Electric Vehicles

On May 20, 2021, the Canadian Department of Transport issued the CMVSS 141 "Minimum Sound Requirements for Hybrid and Electric Vehicles" amending certain regulations made under the Motor Vehicle Safety Act. The objective of this proposal is to introduce a requirement in Canadian regulations to require hybrid and electric light vehicles to meet minimum sound requirements at low speeds in order to maintain a minimum level of safety for pedestrians and pedal cyclists, including the blind and visually impaired.

Currently, manufacturers conform to either U.S. or UN requirements for HEVs on the road in Canada. The proposed safety standard would incorporate the defined testable acoustic parameters for when the vehicle is about to move or is moving at slow speeds. This will allow manufacturers to choose which requirement to adopt.

Mexico - New Energy Efficiency Requirements for Outdoor LED Luminaires


This NOM established the specifications and test methods that promote the efficient use of energy in luminaires with light-emitting diodes (LEDs), intended for lighting roads and public outdoor areas, which use the electrical energy of the public service, as well as other energy sources, such as cells, batteries, accumulators and self-generation, in alternating current and / or direct current, with a nominal voltage up to 480 V in alternating current and up to 100 V in direct current.

The standard is enforced 90 days after its publication, June 3, 2021.

TÜV Rheinland Mexico is now recognized as a product certification body by Salvadoran Accreditation Body to perform NOM product certifications.

United States - Energy Conservation Program: Test Procedures for Metal Halide Lamp Fixtures

The U.S. Department of Energy ("DOE") proposed on July 14, 2021, to amend its test procedures for metal halide lamp fixtures ("MHLFs") to incorporate by reference the latest versions of relevant industry standards; clarify the selection of reference lamps used for testing; reorganize the content of the test procedure for better readability and clarity; and revise the standby mode test procedure for MHLFs. DOE is seeking comment from interested parties on the proposal, submitted no later than September 13, 2021.

Wi-Fi Alliance® Members may now submit their products to TÜV Rheinland for testing and certification.

Australia & New Zealand - Amendments to Toy Safety Standards

On December 18, 2020, two amendments for the standard AS/NZS ISO 8124.1:2019 - Safety of toys Part 1: Safety aspects related to mechanical and physical properties were published. These two amendments contained some substantial changes to the standard, mainly including new requirements for “Flying Toys” and “Toy Assemblies”, as well other various changes to increase safety of toys. In addition, AS/NZS ISO 8124.3:2021 was published on February 12, 2021 as the third edition of AS/NZS ISO 8124.3 - Safety of toys, Part 3: Migration of certain elements.

Argentina - ENACOM to Enforce Local Testing

The National Communications Agency of Argentina (ENACOM) issued Resolution 1248/2021 on September 1, 2021, naming the INTI National Lab as an Accredited Test Laboratory to carry out testing and issue reports for the following RF Testing Standards:

  • Medical Devices (ENACOM-Q2-60.15 V19.1)
  • User Terminals for Mobile Communication Systems (ENACOM-Q2-61.03 V17.1)
  • Radio Base Transceivers of Mobile Communication Services (ENACOM-Q2-61.04 V17.1)
This action revoked the use of Declarations of Conformity and will enforce the in-country testing of medical devices and radio base transceivers. Local testing will only become mandatory for cellular terminals only when international certification is not available. Local testing will be applicable from February 23, 2022.

Brazil - Extension of Simplified ANATEL Renewal Process

The National Telecommunications Agency for Brazil, ANATEL, issued Official Letter nº 65/2021/ORCN/SOR-ANATEL on May 6, 2021, extending the simplified renewal process for telecommunication product certification until December 31, 2021. This simplified process was established with the publication of Official Letter nº 134/2020/ORCN/SOR-ANATEL, published March 6, 2021, at the beginning of the public health crisis caused by the pandemic.

Until the end of 2021, renewal applications will continue to be processed without updated test reports and product photos.

Chile - Safety Certification Procedure for Luminaire Projectors

Protocol PE Nº 5/19:2021 Luminaire Projector (Area Projector) for Public Lighting was issued on June 4, 2021, establishing the safety certification procedure requirements for electrical floodlight luminaires or area floodlights for public outdoor lighting and other applications. The protocol conforms with the scope of the standard IEC 60598-2-5:2015-08, "Luminaires - Part 2-5: Particular requirements - Floodlights" and mainly applies to incandescent, fluorescent, discharge, LED or induction lamps or other technologies, on supply voltages not exceeding 1,000 V.

Colombia - New Amendments to Mandatory Energy Efficiency Labelling Requirements (RETIQ)

Resolution No. 40099 of 2021 “Clarifying provisions concerning the enforceability of certain labelling requirements established in the general annex to the Technical Regulation on Labelling (RETIQ),” submitted to the WTO on April 26, 2021, outlines new requirements for energy efficiency labelling and packaging for:

  • Household refrigerators
  • Air conditioners
  • Electric motors
  • Product labelling in general
The Resolution expands upon certain provisions of the RETIQ in order to facilitate better understanding and implementation, without including additional technical requirements.

Ecuador - ARCOTEL to Accept Additional Test Reports & Certificates

The Telecommunications Regulation and Control Agency (ARCOTEL) announced that starting August 20, 2021, additional test reports and approvals will be accepted as part of ARCOTEL’s type approval application package. Please see below for the reports listed in the announcement.
